'No Fear of Being Caught’ - Many police officials and experts express optimism that the prevalence of cameras will reduce police lying. As officers begin to accept that digital evidence of an encounter will emerge, lying will be perceived as too risky — or so the thinking goes.

“Basically it’s harder for a cop to lie today,” the Police Department’s top legal official, Lawrence Byrne, said last year at a New York City Bar Association event, noting that there were millions of cellphones on the streets of New York, each with a camera. “There is virtually no enforcement encounter where there isn’t immediate video of what the officers are doing.”

Spokane voters overwhelmingly called for independent police oversight but city leaders and others say full implementation would be blocked by state labor laws that give final say to employees. What, if any, changes or clarifications should the Legislature consider?

Parker: In 2013, I proposed HB 1825, which allows police departments more management freedom. I worked with Sheriff Knezovich toward an effective policy to protect our police force and found, as voters did, that our arbitration process isn’t perfect. I will continue to work toward a system that provides everyone security.
Dover: It’s pretty clear the citizenry is unhappy with public employees that “game” the system, practically letting them get away with murder. Crafty labor attorneys have found every loophole, and now they need to be closed. We need revised rules that protect good employees, while protecting the citizens from the bad.

HOUSE BILL 1825 Lists many reasons for actions to be taken against a "misconduct" officer. Now it's time for #PoliceSexualAbuse #Assault & #Miscondcuts, to be added to the list & this bill to be put back in front of the Legislators & the House in WA State 2o15 Legislative Session

1. Using power of their badge for the Purposes of Sexual Nature 2. Making Threats of ARREST for the Purposes of Sexual Nature! 3. Using Sexual Favors as a "trade off" for NO Criminal Arrest! 4. LYING for the purposes of "Covering Up" Sexual Abuse of our Citizens! 5. POLICE INTIMIDATION for the Purposes of Sexual Nature! 6. Using ANY POLICE Equipment for the Purposes of Sexual Nature!
Officer Robert W Franklin of the Everett WA Police Department is guilty of all of the above & worse. Officer Franklin was given the option of "Resigning" rather than being Fired. Officer Franklin kept his Pension. I happen to be the 2010 "victim" mentioned in this report from King 5 News. This is all untrue. It was in fact the Everett Police (Inspector Pete Grassi) who Threatened to arrest me, Bullied me, Refused to allow me to give my statement outside of the EPD. Eric Stevick of the Everett Herald tried to support me all he could in his report of Officer Robert W. Franklin of the Everett WA Police Department. HB1825 will stop other innocent citizens from suffering as I have & as many many more just like me have.
Please call your WA State Legislators (all legislators) and let them know... We want this Bill to pass! We are sick and tired of Police Abuse- Sexual and otherwise! We are fed up and we want/need HB1825 & Supporting: SB5668
